After Brexit, the EU comprises 27 member states on the European continent, each of which have divergent transport systems and challenges. Air transport has been growing in importance for passenger travel, particularly since the rise of budget airlines. Nevertheless, road transport remains the most important mode for passenger and freight transport. 

The EU does not have specific emission targets for the transport sector, but does have a 14% renewables target for transport by 2030. Additional targets for high-speed rail use, water transport and rail, as well as electric vehicles and charging infrastructure exist for 2030. The economy-wide longterm goal is to achieve net-zero emissions by 2050. Many measures related to the efficiency of vehicles are governed by EU legislation, including CO₂ emission standards for passenger cars, light- and heavy duty vehicles, as well as mandatory labeling requirements.
