Dr. Carl-Friedrich Elmer
Senior Associate, Climate and Transport Economics
Carl-Friedrich Elmer has been working at Agora Verkehrswende since September 2018 on a range of economic issues related to the mobility transition. His work focuses, for example, on fiscal, regulatory, and technology policy frameworks for the transition to climate-compatible propulsion systems, approaches to a socially balanced reform of the levy and tax system in the transport sector, as well as long-term cost-minimizing pathways for decarbonizing the transport system. In addition, he is responsible for cross-sectoral scenario studies examining trajectories for meeting national climate targets.
From 2011 to 2018, Carl-Friedrich Elmer belonged to the expert staff of the German Advisory Council on the Environment (SRU), primarily working on topics in climate, energy, and transport policy. Before, he was research associate at the Workgroup for Infrastructure Policy at Berlin Institute of Technology (TU Berlin). Carl-Friedrich Elmer studied economics (master’s degree) in Münster and Los Angeles. For his PhD, he worked on the rationale and design of fuel economy regulations for passenger vehicles as well as their interplay with the broader climate policy framework. Research stays, especially in the United States, brought him amongst other to Resources for the Future, Johns Hopkins University, and UC Berkeley.
